INVITATION FOR RECOGNITION AND ASSESSMENT OF APPLICANTS ABILITY FOR CONSTRUCTION
OF POWER PLANT AND GENERATION OF POWER
Considering the ever increasing demand of electrical energy and
the exigency for development of power generation capacity in the country, the
Ministry of Energy is contemplating to issue a permit for construction of power
plants and generation of power within the framework of the government’s
economical policies and execution of clause B of Article 122 regarding the 3rd
development plan law.
The permit will be granted to the applicants of the Iranian private or
corporate sector who either directly or through a foreign partnership having
technical, economical and environmental feasibility. Similarly the foreign
companies can apply together with an Iranian partner.
At the present segment, the Ministry of Energy is planning to deliberate the
qualified applicant’s proposals for construction permit of nearly 3000 MW (1000
MW in the Zanjan city limit, 1000 MW in the Khoram Abad city limit, 500 MW in
the Mashhad city limit and 500 MW in Kashan city limit) which their
technical-economical and environmental feasibility studies have been conducted
by Tavanir CO and it will be issued for the
non-governmental
sector together with the specification of the aforesaid units. The necessary
cooperation is also extendable to them.
Meanwhile the electricity producers in conformity with Article 122 related
to above mentioned act will benefit from the pertinent facilities regarding
exchange of the income to foreign currency as well as power purchasing
guarantee.
In this regard, this invitation is extended to the applicants who are enjoying
the required abilities in order to obtain the prequalification questionnaires
pertaining to the assessment of the applicants abilities as well as collecting
the executive guidelines of clause B of article 122 regarding the 3rd
development plan law and other information. The applicants could call on the

Tavanir Co after preliminary evaluation will invite the qualified
applicants to present their proposals. The qualified proposals will be passed to
the Ministry of Energy for issuing the IPP (Independent Power Producer)
construction and power generation permit.
Evidently, the priority for issuance of the permit will be awarded to the
applicants who have more appropriate terms or their proposals are more suitable.
